Re: Speed ramp-up not working I'd guess that they changed your gateway router (redback or BRAS) and that accounts for the IP range change.
Upgrade provisioning or even initial provisioning requires two settings to be completed. The DSL sync speed must be set at the DSLAM and the profile must be set within the gateway. This has always been so and getting both completed (mainly the profile changed) has been a problem for a long time.
