While I agree with guppy's presentation, it's also worth nothing the spike right before it exists the Verizon Network, hitting 88-32-83ms.... this is a really bad traceroute to be using to determine whose issue it is.
Vamp, you should probably do a few more traceroutes and post them.
Sometimes a single traceroute isn't enough to make a solid conclusion on where the issue is.
