Thats a peering point, its not Verizon's issue but the games ISP isn't paying for the bandwidth there customers are trying to consume

tinet comes up allot on people complaining about bad pings, if your paying for that game service, complain, its their issue, not Verizons

Not sure what your trying to say, if you mean other users in the game aren't experiencing issues, they likely are on different networks with different peering points.

It not a theory ( peering ) its how the internet works and anyone BUT teir one providers have to pay for the bandwidth and they are cutting corners ( the ones that do have to pay for peering )

The peering point is the issue, not the game servers network or Verizon's network, its a choke point from alternet to tinet, tinet has many other peering points to for example level3 or possibly with Charter or Time Warner, but in the end, its the tier 2/3 providers that are the cause of the delays.
