Absolutely. This negates all of their CBB rates for wholesale.

It'll likely be there for 6 months and then if any changes occur on your account, they'll be like 'oops you don't have that anymore' and 'we can't get it back for you'.

Not necessarily, the wholesale costing is recognized as separate than retail pricing. The only thing that is required is that all retail plans have to be offered on wholesale terms which may or may not include unlimited usage addons.

Citing the $30/mth for unlimited won't get CNOC anywhere. TekSavvy has a max of $25/mth for unlimited, on top of lower prices to boot.

No, but the $10 in a bundle will. What does a "bundle" have to do with the capacity rates they claim are expensive. How does bundling with other services somehow lower capacity rates for them?

This is how it works.

Bell overcharges wholesale indies to subsidize its own retail rebates and bundles and promotions, then overcharges its own retail once promotion ends or contract ends or changes.

The alternative is that Bell charges wholesale indies based on genuine costs, but then has to drop its own retail prices to compete with indies who get ridiculously cheap wholesale capacity and access.

Which is the most likely to be true?

Yup, that's the way it's always worked under previous CRTC management. The CRTC might re-work wholesale costing altogether but Bell is free to offer anything to their own clients. That's the single biggest reason wholesale is a mess and Bell still reaps all the profit.

Have you actually looked at Bell's prices? Compare Bell unlimited with $10 for that and TekSavvy unlimited (using QC pricing):

TekSavvy: $77.99/mth
Bell: $71.95/mth + $10/mth unlimited = $81.95/mth

TekSavvy is still cheaper. Even with the $4/mth bundle discount, Bell is only matching TSI's price.

I'm not questioning final pricing; I'm questioning their conflicting arguments behind it.

It seems they are able to justify higher per-GB charges for wholesale, but the same costing reasons don't apply for their own customers.

Heck, BH#$ELL cannot even do 15/1 in Brockville, a city of 30K-ish (try 6M/800K if lucky), and not much better in the larger city of Kingston.

What came to mind here when I saw that: nowthat there is an Unlimited SKU in their system, it probably means that retention will be able to offer it to you when trying to prevent you from leaving Bell due to "low quotas".
