If you have changed the Apple ID email address since you bought the phone, the post-setup will retain the old address. You cannot change it. However if you skip the process (the only thing you can do) everything is still signed in iMessage / iCloud wise with the new ID.
Mobile Safari is teh snappier. Wifi may work this time.
