If you have changed the Apple ID email address since you bought the phone, the post-setup will retain the old address. You cannot change it. However if you skip the process (the only thing you can do) everything is still signed in iMessage / iCloud wise with the new ID. Mobile Safari is teh snappier. Wifi may work this time. It's the first screen when accepting the update on either iOS itself or in iTunes. Also listed at the link posted earlier. Apple doesn't break down every single bug fix, because most people wouldn't understand or care about them.
