U-verse HSI isn't on an ATM circuit, so there should be less overhead. If your modem will sync at 18,000, I believe you would be good for 17 Mbps (.96x).
I expect those stats would be good enough for the 18 Mbps tier. Here are my current stats for a CLEC ADSL2+ (Sonic.net "Fusion") service:
