Not at all. Comcast makes no money from a modem that they can not/will not provision. Were they in collusion
they would be profiting from this.
Now, it makes no sense economically for Comcast to physically attempt to recoup all the property that previous customers neglect/avoid returning. For what Comcast pays for these units at bulk price, and the rent already collected on many of them, it would cost far more to attempt to retrieve the modems than they are worth, but they are not going to reward the theft by making them re-usable on their system.--
