someone didn't set the provisioning correctly, and you're at 1.5, not 3. your stats indicate you can get 3 just fine, and i would say you might be good for at least 10Mbps. i would say to call verizon, go to billing, and tell them to set your speed higher. if regular department says you can't get 3, call 1-866-376-3216, press 0, and wait. if you still cannot reach someone, pm tim_k , and ask him to fix your provisioning.
