I dont think you'll do it with a Ubee. In a pfSense machine you'd do Layer 7 filtering. A new-ish (gen 5 or so) Sonicwall would do it.
However neither of these is a 'simple' solution. The better solution is to find out who on your network is torrenting. If it's your family/room mate/etc talk w/ them. If it's your neighbor secure your network.
