Could be an issue with your modem or with the line, it's hard to tell without any signal readings. Honestly, if your modem is old and it was starting to reboot over and over, that normally indicates equipment failure.
It might still be a signal issue, but if that modem is more than 5 years old, I'd consider replacing it first.
