Unless I misread the status, this never passed the House, and was never signed in to law. -- A democracy cannot exist as a permanent form of government. It can only exist until the voters discover that they can vote themselves money from the public treasury.
There have been reports on the PUC site that it was passed into law. I'm searching for it now. It went as far as even pulling standards from any customer that "bundled" services.
