The only real guaranteed solution is block all inbound/outbound ports except 80/443 and run those through a web proxy that enforces the HTTP protocol.
Very advanced traffic shapers can pick out subtle queues to identify traffic as torrents - think of it this way - how many legitimate programs open up 200 encrypted transfers at the same time to IPs all over the world?
