Thanks, that server sits on the Cox network in LA, CA, I used it to determine sustained download speeds in the past.

Any recommendations to test large file downloads?

Well its possible a routing issue between me and that server. I just know I can download at around 13MB's, and I couldn't even download at 1MB's on that file.
