For what it's worth, I too have had an issue with only *ONE* of the TekSavvy DSL lines that I had. In my case, it just so happens that I own and operate a small IT company that also happens to do wiring and such. From my experience, the problem did not lie with TekSavvy, but rather with Bell, and my whole reason for going with TekSavvy DSL instead of Bell directly was because my experience with Bell as a direct Bell customer was less than satisfactory.
In the end, it was quite simple and fast to be able to get a resolution, and TekSavvy services since then in multiple locations have always worked without any issues whatsoever. It would stand to reason that your experience is not within the norm for TekSavvy.
