With this trace route I think it clears up the confusion about the 'France' server since with a 40ms latency it is definitely located on the east coast somewhere. My bet is that it is the the Verizon edge router(63.88.105.94) getting overloaded at times and causing these problems. How this issue gets escalated to Verizon's tier 2+/engineering dept is beyond my tolerance for sitting on the phone for hours  |
