I just called again tonight. The Tech Support person logged my call and had a supervisor call me back. He said that the reason for the slow speeds was that we were being transferred to an alternate FiOS line because of the problem. He said that they have had a group working on it, and they are replacing some equipment at the CO in Walnut. Estimated ETA is 3:00 am. Since everything goes fine after 2:00 am, I suppose that we won't know until tomorrow.
