it took them a day of planned maintenance for docsis 2.0->3.0 upgrade in Athens (SE ohio) feb 2011. Usually that page will tip you off for upgrades in your area.

We here in WOH have gotten wideband. I am on the 30/5 plan right now. As for speeds. I can always count on getting them. It is loss of service here in the past month that has been effecting us. This is if "This is the upgrade in speeds you speak of" what you mean by upgrades.
