Telus → [PE] Something really strange!

I live in newfoundland and recently stumbled upon some weird traceroute information to 207.46.200.42 and various other ips on that gateway? What seems to really be going on guys? Can anyone tell me where this really goes? Is this local to me on newfoundland just wondering if maybe some of you guys could help me figure this one out. I just got to know to satisfy my curiousity.
