Voip.ms is the best it seems but complicated to set up and in case you need to trouble shoot in a household with other people who won't bother with it.

From what I've read, Ooma is the best one in terms of cheap monthly/simplicity/reliability. Only drawback is that it's a rip-off to get going ($150 without even a handset).
