[2K3] RRAS to route 2 LAN to 1 WAN

I want to know if it is possible to connect two LAN's into a Server (2k3) which has just one uplink for Internet (WAN). I have a Cable ISP connection with (3) public IP's available, and the Server is a Domain Controller running RRAS, DHCP and DNS, among other services for the LAN. Below are the current and planned setups:

Public IP #1:
The Server has a total of (2) NIC: one uses the Cable ISP uplink, and the other one connects to a wired LAN. Where possible the connected clients are all joined to my Domain and adhere to its Policies.

Public IP #2:
I have a separate Wi-Fi network available mainly for guest-access.

planned:
I'd like to somehow connect the Wi-Fi router in with my Server. I want to be able to monitor its bandwidth usage and enforce DNS rules. I may want Wi-Fi clients to have access to some shared resources, but that could be another project altogether. Basically I'd like to have two LAN segments routed into my Server using a common public IP.

other thoughts:
I have a total of 3 Public IP's available but just one WAN-side IP on the modem, so one thing I'm not clear on is the total number of Ports available for use: is it ~65K x3 (for each of the public IP's) or a total of ~65K NAT'ed through the one IP on the Cable ISP WAN?
