It's harmless and actually considered aesthetically pleasing. :D

Some people will scrape that lichen off and mix it with egg white and then paint it all over the rock to get the lichen to spread.

Some are. Many aren't. My HOA handles snow removal when it snows more than 3", mowing the grass in the common area/park, street lights in the neighborhood, and signage. The city's neighborhood code enforcement handles grass that hasn't been mowed and they don't cite houses unless it's at least 6", if not 8" long.
