Odd i asked a guy who was pulling conduit down one of the main streets what it was for and he told me it was for FIOS

Looks like you are within the greater Pittsburgh area....Your area falls within the Pittsburgh franchise build requirement.

You'll probably get it within 6-9 months if the conduit is being laid now.
