More in point, is the packetloss % normal?

Nope, looks like shit... On your first graph, 15ms is what you should always get for your first 3 hops, but your 'worst', 125ms for your 1st real hop (erx01-mtl.electronicbox.net) beyond what looks to be your router (192.168.0.1), is just crap... Unacceptable imho. 125ms?! It's horrendous... Reminds me of my dreadful days with AEI internet... *shudders*

So something is definitely wrong with your connection... Definitely unstable... Contact your ISP asap!

But some ISPs are just crap... AEI I've mentioned, never worked right, VIF Internet, also never had a decent connection with them, similar problems as you seem to be experiencing, they were never able to fix them. But a normal ISP will have 0% packet loss, and none of those worst 125ms or 200ms for your first few hops...

Btw, electronicbox mentions Mtl, which part?

The funny thing is, I did contact them and they were the ones who asked me to run WinMTR. I did, email them back these results and they said nothing was wrong

What's weird though, your first hop (192.168..) has for worst 16ms?! That's weird...

Anyhow, 100% sure, if you're getting packet loss, it's not really acceptable, same for the 'lag spikes', if every couple of pings you get a really bad ping (which you can test by running the command prompt and typing "ping xxx.xxx.xxx.xxx -n 100), or what appears as your worst column, again, it shows that your connection is unstable is something is wrong...

You can do, through command prompt, a tracert command, ex:
tracert google.ca

Then, you'll see the list of hops with their IP, you can ping constantly the 1st real hop, 'erx01-mtl.electronicbox.net' and the 2nd 'mx480-ge-1-3-0.electronicbox.net' using their ip. Both these are electronicbox, so in other words, it's their turf. You've just gone from your house -> bell's network (if dsl, videotron if cable), then electronicbox network. You've not gone on the internet yet. So if you get lag spikes or packetloss, it's definitely not right and it's really your connection or their network, and if they won't/can't fix it, IMHO, look for another ISP without those issues...

Make sure nothing is running though while doing those sorts of tests... (no programs using the network, downloads, internet browsing, etc..) although this shouldn't cause packet loss anyhow...

Ok just tried the program, not bad :) So yeah, 6% packet loss is bad... The 'Wrst', since you've done 1000+ tests, and it could be just one out of those 1000+, and be because of *anything*, isn't the end of the world...

A sample of my currently crappy interleaved connection... Pings are usually 13 ms also... I have some high 'worst' too for the 2nd hop, but others comp running so who knows... Definitely not a 'reference' connection ;)

Add the code tags and it should show better.

I'm just not sure since it seems to be during prime time 4 pm - midnight that I get bad ping spikes. I did those 2 traces yesterday between 8 - 9 pm with minimal background stuff accessing the net. I did the norm scan pc(s) for viruses, trojans, yadda yadda and found nothing.

Not true, something is not normal. Looks like they misreaded something.

How does a direct ping looks like on (erx) first/ (mx480)second hop ?

How does your line stats looks like ? Any errors on the line/checksum etc..

Was away and wasn't able to get the readings I wanted the other night so I pulled my line stats from the modem at 1am when everything seem to be fine. I'll be pulling the line stats tomorrow or whenever it acts up again.

Settings set back to default values
Been forever, damn trips.

Anyway swapped in my other Speedtouch 516 with the older firmware version hoping I could tweak the stats a bit in my favor, no dice. Still getting horrible lag/ploss issues but at least I know it's not my modem.

Your SNR and ATT looks fine and you only get an handful of CRC in 21 hours..

1. Try your current and spare modem at the Bell demarc in the building/appartment if you didn't already
2. Ask for a Bell dispatch to check/fix the line
3. At last, call EB to get your line switched to interleaved (I know it's horrible, but it's better to have a little bit more latency than packet loss)

If that were cable, I'd say it was packetloss due to congestion because of 8-9 being bad, but 12-1 being fine. Is that possible as well on dsl?

There's 16 errored seconds out of 21h, that represents < 0.02% packet loss (assuming at least one packet per second).
It'd be nice to get the full packet transmit/receive count, but the problem is not in between the modem and the DSLAM. There's no point in calling a Bell tech, all it will result in is an extra fee (was it 90$?).

Could be a congestion at the CO level. Does the speed lower ?

We don't currently have capacity problems on DSL at the ahsspi layer.

The loop seems fine (SNR/ATT). The problem must be on the DSLAM at the CO. Either bad DSL port (not a lot of CRC to confirm this) or the ADSL card itself (can't say for sure) or bad aggregation port (in this was the case, it would have been fixed quickly).

The Bell dispatch is really a wild guess. On the business side with HSA, when they test packet loss at the premise (even 1 to 10%), they usually look at everything from the line, DSL port and upstream up to the 3rd party.

Been awhile but since I have some time, I've been monitoring it this past week and between the 6 - 7pm it starts and last until either 11 - 12 pm. The above was all taken tonight starting from 8 - 9pm when it seems to be at its worst.
