edit: I paid Ontario taxes on mine... so they don't have any legitimate reason to charge duty on it. |

As for LTE, yes we can get it by changing APN's. In my case, I have to use (create) ltemobile.apn on Rogers. Then, dial *#*4636#*#*, and choose LTE/GSM/CDMA auto (PRL) from the drop-down menu.

Wind (my provider) has it in testing mode, so I'll porbably be able to take advantage of it.
