Some recommendations are to add 'speed' bumps in the St. Clair river to start building it up again.

Yes, apparently if they were to add speed bumps it should slow it down.

Gotta ask the question, though, have we, as people, ever found a way not to screw something up?

I do understand the great-lakes cycle over great spans of years, but this seems to be man made entirely.
