I'm not really sure what you expect the CCTS to be able to do. Rogers is currently free to set their own contract terms in regards to unlocking cell phones.
Yeah, CCTS said that it wasn't a valid reason to file but they let me put it through anyway. Thanks for the link I'll check that out now.
Of particular note for this specific issue would be section "D7. Unlocking wireless devices".
