Green line at bottom of screen

I notice today (in Queens) that there is a very light green 6" line across the bottom of my screen, on all channels.
Does this indicate there is something wrong with my Toshiba 26AV502R 26-Inch 720p LCD HDTV.
Or could it be something to do with TW transmission?
Does anyone have an idea?

I do believe that this would be an issue with your TV.

I know on my Plasma's they have the ability to set the viewable screen area to full HD (100%) or reduced (99% or 98%) for this very problem.

How would that be done?

I do not believe that you will be able to do this on that set. Have you tried hooking up another set to your cable box to see if the line is still there ?
