I did check the tail and parking lights, and they ARE on. Just as if you had turned the headlight switch on the dash on.

It annoyed the hell out of me, because it meant the bulbs would burn out sooner.

I do not believe it is a Canadian car, or least not made for the Canadian market.

The headlights do not turn off ever if the car is running or if the key is in the "on" or "run"position, regardless of the position / setting of anything else. They do not even shut off when the car is cranking to start. They are always at full brightness, not at a DRL level. Having the key in any other position (Off, Lock, Acc) and the lights are off.

BK3 posted : I picked up a '99 Bonneville, and have repaired the engine so it no longer causes the MIL to light. However, there is an issue with the lights that has me stumped at the moment.
Here's the deal:

Anytime the ignition key is in the "ON" position, all the outside lights come on. This happen regardless of the time of day, the position of the "Twilight Sentinel" control, or where the transmission is set. If the key is off, the headlights operate normally with the headlight switch on the dash.

Brake lights operate normally. as do the interior lights and turn signals.
