Not much of anything new in the Q&A session, other than this tidbit:
Wind stated that there are two platforms for billing (which *is* used for real time monitoring of usage and costs). They have:
1) Pre-paid Platform 2) post paid Platform
Pre-paid is in real time due to it runs on an account balance. So telco's/customers know right away of charges/usage. No bill shock. (before a call, or TXT is sent, the foreign carrier pings the Wind server for info on account balance and if they can make the call or not due to account balance etc, in real time)
Post paid is another system, and the foreign telco's only give the info of charges on average 48-hrs later. The odd country can be 30-days.
Commissioners wants to know why people just can't be use a pre-paid system for real time monitoring (which Bell, Rogers, Telus and the CWTA claimed was impossible).
Wind stated Some countries are not on board with the pre-paid system. But hinted it wasn't many (or common?) roaming countries. 90% of roaming is in the USA.
hmmm, I'd like to know which countries are not on board with the pre-paid platform... Can anyone find this info out?
This kind of kicks Bell, Rogers, Telus, and the CWTA in the teeth when they said it can't be done.
CRTC Chair asks: Your AWS spectrum goes into Quebec from Ottawa. How do you manage this with Qc legislation?

CRTC chair states you have a lot of complaints compared to your foot-print, ~600 complaints. Why is it so high?
Wind states they are surprised from this as well. Said a lot of nothing, but never answered the chair's question (again)... Skated around the question.
Wind states the CCTS reports are not reflective of customer discontent.

Bell (Claire Gillies) claimed they offer 10% off if your not receiving a device subsidy (for both fixed term and month to month) but my 3year team has been up for a year and I've never once received this discount nor have I ever been informed it existed. Instead I get bi-weekly text messages telling me I qualify for a new phone. |

Wind states, The big 3 only want to strike down provincial legislations. This is why they are here. To make the CRTC do their dirty work so they can continue as is.
This single code is their stratagy to get around provincial legislations.
The Big 3 claim consumers love 3 year contracts (and the CWTA stated this as well). This is an anticompetitve agenda. Consumer groups and the compatition burea are showing a different story.
Bell's own study showed consumers like to change their handsets every 2 years. So why does Bell continue with 3 year contracts? It is because they make more money like this. Nothing else, for inflated profits.
They claim they (Bell) are on par with American AT&T, what they don't show you is AT&T's ARPU is less than Bell's.
In other words, Bell's study is BS.
Wind Supports application of the code to Pre-paid services.
The Big 3 create barriers that prevent customers leaving thus, thus it decreases competition. This is supported by the Competition bureau.
Subsidy amounts are inflated.

Bell Stated people qualify for a price decrease upon contract completion. But they won't do it automatically and will only do so if you call in. In other words, once you call in their job is to sell you on another contract ASAP.
I believe the 10% may be something else. Not sure.
So in that year you have been off contract, if you haven't called in to demand lower cost, then they have (and knowingly have) been over-charging you by 20$ or so. CRTC has brought this out in the open. |
