I suspect when ordering online the referrals aren't applied? My case is similar in that the people I referred ordered online and inputted my CID, but I didn't get the discount. I was told after that I need to ask the new customer to call in with my CID...
Haven't gotten around to asking them to do so yet, too busy...
When ordering online, the order processor has to enter it manually into the system. It could have been overlooked hence why it wasn't applied. If you want to send me a PM with your account info, I will be more then happy to fix it for you.
