Panasonic Toughbook CF-28 LAN Access Issue

Two different surplus Toughbooks, neither will get web access with either a PCMIA wireless LAN card or a USB LAN adapter.

USB device seems to install OK, but will not access web. PCMIA device doesn't see to operate at all.

Is there something in BIOS that could disable those devices?

I don't have physical access to either machine right now, just spitballing for the moment.

What OS?
Fresh install or? (Have you tried a fresh install?)
Did you go into BIOS to check out the setup?
Do all of the NICs show up in the Device Manager?
What firewall is installed... or which AV?
Did you check for any of the NIC's for an IP?
Do you see any signs of malware/viruses?
What about the built in NIC?
Error messages?
Are all of the services running? (That should be running, check services.msc)
If services that are marked automatic and are not running... what happens if you try to start them?

Dunno.

I haven't had a chance to look at them yet, but I know that have XP.

One was shipped without an HDD for security reasons and this person had to buy a new HDD and install the OS from recovery disks.

I was just wondering if the TBs had some special setting that other machines don't. I know some state and federal agencies and military lock out general internet and only allow access to their own networks, but I'm not sure how they do it.

It's possible the LAN adapters are just disabled and this person doesn't know how to enable them.
