In the a US there are MILLIONS of miles of fiber that is basically unused, the "last mile"(really feet) is where the roadblock is, for a multitude of reasons.
Maybe it is time for a regulation similar to the one that covered electric and phone service many years ago, where if the residence had a mailing address they had to make service available if physically possible(yeah I know there was more to it than that and I know everybody had a charge added to their bill to pay for it).
