This isn't about blocking transmission, it's about blocking payment, the idea being if you take the money out of it, the supply will dry up.
High moral ground, even if not really practical on a country by country basis

Iceland IS a "well regulated" and physically isolated country.
Well regulated in that THEY will look and you will PAY a heavy fine for your anti-social behavior, you could end up banned from the internet and with no money for booze (Icelandic national food of choice) hard to last through a long dark winter like that.
