Fish, the more I think about the more I think this is for the cell tower on the roof. My friend lives in the same building you do(small world) You know Eric Woodley? Im not saying you're not getting FIOS some day, but the pics you took have to be them upgrading bandwith for the cellsite. I don't know of any big businesses in that building, are there?
