This is all about "competition" ... or rather the new definition of competition. It is all about charging as much as they can without exceeding the charges by the competition. I don't think it's collusion but this new idea of competition. We see it everywhere. Time after time investigations can find no evidence of collusion in the gas industry, and yet time after time prices change in lockstep. It's the new competition. Even the "cheap competitors" in the gas business still follow the big guys in lockstep, just a little cheaper.
As long as the customers are willing to pay, they'll jack prices up and up, tossing the occasional carrot in place. You can be sure that both Bell and Rogers had a "this is what we'll do if they bring back unlimited" plan waiting in the wings! Hence the appearance of collusion ... the only thing not set was the price!
