What is causing issue and would a Docsis 3.0 modem fix it?

I am having problems where my IP Address is timing out or showing 4000ms pings. Also reverse traceroutes show lots of packet loss on the Roadrunner network. And I am having intermittent connectivity problems.

»192.168.100.1 for Docsis Cable modem diagnostics show no bit errors.

SNR is 35.6, receive power is -.05.

Return path is 40.4 SNR

Looks normal right?

I am wondering if a Docsis 3.0 modem will work better even at the same lower speeds.

Sounds like the network just can't handle all the noise and it is hurting my connectivity so I am at wits end. Time Warner is really my only option for broadband at the moment.

Any suggestions?
