It's true that sometimes hot-water goes into slabs for heating, however, that's not the case here. The house is built on a slab and to prevent freezing water distribution system is normally embedded in the slab like it is here. It works quite well until leaks occur.

Are you sure the supply pipe is the one connected at the blue side? With the split into two I see on the pipe to the right makes me think it may not be supply side.
