This happens (and was predicted on this forum here when Verizon first announced their "Quantum" tiers) any time Verizon ups the FiOS network speeds. Their backbone capacity is never up to par for the FiOS speed upgrades and it takes them 4 to 6 months to fix all their capacity and peering issues.
