The speeds instead of 50/25 are in the range of 36/11, the ping is in the 50 ms and jitter between 3 and 53 ms.
This is to Verizon speedtest site, don't get me started about other sites.
It is Verizon's problem with peering and routing and hardware on their network.

Seems to happen during peek hours. Off-peak, I can load videos without a problem. In the afternoon, it will take a few tries (page reloads) to get the video to load.

I am now provider-agnostic. The big factor stopping me from switching earlier (my neighborhood was one of the first to get FIOS) was the fact that my "comcast.net" e-mail address was everywhere. With a little bit of effort I've now transitioned 95% of my logins to my gmail id.

After experiencing both providers, I think Xfinity's overall package (at least the stuff I use) is better, especially their mobile apps. but FIOS is good enough for me to enjoy the savings for a year or two anyway.

I've tried a bunch of fixes that have been posted on-line. Proxfree works but is a PITA, especially on an iPod or iPad. I've also added address ranges in the router to reject and that appeared to help (a bit) but doesn't work always and is not a permanent solution.

This seems to have been going on for quite some time so I don't have a lot of confidence that this is going to get fixed anytime soon, unfortunately :(

Because the ISP wants to lower their costs and the content provider wants to lower their costs also, they peer with each other instead of paying a middle-man.

Most of the time, the ISP wants to increase the quality of their connection to major content providers in a bid to be competitive, but with a lack of competition, Verizon has no reason to increase quality.

Netflix has a whole other issue. They are a paid service, unlike Youtube, and Netflix competes with TV, so they want to give comparative quality.

In order to increase quality, Netflix pays a premium above normal content providers in order to help ISPs with increased load caused by streaming services.

Steam really depends on the time of day you download, try downloading at earlier in the day or later at night.
