The 5 and 10Gb NON-Unlimited plans get priority over the fully unlimited too. But, it's not throttling or anything like they usually use. It's entirely livable and in all honestly, not even noticeable. My wifi hotspot with 10Gb plan can get 20Mb and unlimited nexus 4 may drop to 15Mb down instead.
