As long as on their end they are not blocking anything, he is paying for internet so they are not, plugging in any old modem should yield at least a Docsis 1.0 connection. It has to be provisioned properly to match what you pay for, but if you were on say the 2mb plan I bet you could just plug one in and not even notice.

Totally incorrect. Plugging in "any old modem" shouldn't get you any farther than WOW's online provisioning system.
