Time Warner Cable TV/Voice → [TWC] Losing channels to HD

I'm confused! In San Diego TW office tells me one thing, techs tell me another. Have Basic and Expanded Basic, now 13 channels under #100 are marked HD, and I don't receive them with my new QAM TV. Office says I should, tech says no. Who's right?

When you manually enter the channel number you get nothing?

Have you tried having the TV rescan channels?

Yes, when entered manually, but have also rescanned.
They keep telling me to get an HD box at $10/mo per set.
This makes any HDTV simply a monitor, IMO.
