[WIN7] Power Management Tab

In Device manager, selecting a human interface device or Universal serial bus controller and then selecting properties and finally selecting Power Management tab. It says that it allows the computer to turn off this device to save power. My question is sometimes this function is greyed out or the tab is not ever there so I need more information about this tab and does it allow the computer to shut down devices to save power even if your using it at the time?

If the Tab doesn't exist or is greyed out then that feature is not available for that device. It should not turn that device off in that case.
