That's a typical Bell Fibe Internet + Fibe TV profile. They must of confused you one of your neighbors that got FibeTV installed over FTTN.

Actually, wouldn't that mean that my modem's HPNA light should be on if that was the case?

It's just a profile... there's other things needed for that to work on your end aswell...

No, you can use HPNA whether or not you have FibeTV. It's just another LAN connection.
