[Speed] Slow connectivity after repeated attempts to connect

I pay for the top tier residential service but just cannot get good speeds. The speed coincides with the lowest tier (16, 24 w/ boost) while my bill coincides with the highest. They keep sending people out here who don't find anything wrong. Seems like it has to be the modem but I've replaced the modem at my local comcast office (wanted one I could use with ipv6 anyway).

Any suggestions on what I'm saying wrong that I keep getting a tech instead of a fix?
