How does a power outage in Kemptville affect the St. laurent POI?

A provider's infrastructure (including fiber) can be composed of many interworking/networking points where traffic may be getting routed onto other owned infrastructure or upstream service providers (e.g., perhaps a dark fiber provider that Teksavvy uses).

A power outage in Kemptville would look like a fiber cut until you started digging into and troubleshooting the issue - the physical equipment is powered down and you are not receiving light. The same happens when a backhoe cuts a line - the light goes away.

Normally a provider would anticipate a scheduled outage and move traffic onto other resources as part of the maintenance. However this is not always possible or "worth" the effort.
