Yeap, my first thought was the knock-out wasn't removed, but the OP made it sound like a "slow" drain, not a "no" drain !

The best part was, they continued washing dishes using dirtier and dirtier water ! You think the standing water, that had to start smelling, in the bottom of the dishwasher would have gotten noticed.
...it doesn't add any more as the fill valve is still closed. Basically it just keeps reusing the same water.
