[Laptop] power blocks: Will a USA laptop power block work overs

I am planning on sending an old laptop that I sort of fixed (a kludge) to my wife in Cebu Philippines. They use the same plug we do, but their voltage is 220 VAC @ 60 Cycles.

My old eyes cannot read the print on the laptop power block to see if it will work with 220 VAC. Can anyone advise on this? The laptop is an Acer Aspire 5100.
