AT&T used to have international roaming, for dirt cheap. It was cheaper to get a US plan and make all your calls in canada, then it was to get a Canadian plan and roam in the US.

No, Jennifer it's not "unfortunate". It's the logical result of criminally usurious charges that is your company's official policy. And your company could change its behaviour instantly if it wanted to. And it does not want to.

I don't know about iphone, but Android's paid apps need to phone home every so often or they'll refuse to run. Could that be why he turned airplane mode off?

The link you posted also indicates the CBC was a bit disingenuous as well as the customer never got charged anything close to $22000 before adjustments.
