[DSL] dsl problem

I was wondering if you can help me with my dsl account Its been on and off for a wile seems to get worse when it rains outside any help you can provide would be great thanks. Here are my line reading. pots has a small humming noise on the line that at&t can not seem to fix

P.S. I have a New cat5 line run for the dsl splitter outside to my modem and have tested at the nid with the same issue i sent nick a PM with my account info thanks
